Problems changing aspect ratio in Video Editing?

Hi, I am using Adobe Premiere to edit a clip I have. It's 4:3 but I want to convert it to 16:9. Whenever I stretch the image in Premiere it remain as 4:3 and just gets bigger. Also when I use something like quicktime to change the video size it stays as a box shape and just has more black on the sides.



The image was shot at 16:9 but for some reason won't go back to that size.



Is there anyway I can stretch the image to that size and not just have black bars across when I change the video size. This is really annoying and be great if someone knew how.
