The screen of my TV is cut off...?

I've tried changing the aspect ratio on the TV and the on the cable box, but still in every view it is cut off. Even when it is set to %26quot;normal%26quot; and there are black borders on the screen it still cuts off the picture. Does anyone know how to fix it? It's extremely irritating hah.
